Thank you for reaching out to Apple Support Communities with your concern. From what I'm understanding is that you're unable to upload to the iCloud Photo Library. I got an article that can help you with this, check it out: Set up and use iCloud Photos
Check out the section, Here's how it works and read the fine print below it. It outlines what is required in order to start uploading to the iCloud.
"Your collection uploads to iCloud each time your device connects to Wi-Fi and your battery is charged. When you have iOS 11 or later, your library updates over cellular too. Depending on your Internet speed, the time it takes for you to see your photos and videos on all of your devices and iCloud.com might vary".
You also want to make sure that you have enough storage space on your iCloud Storage.
