Can I use my iCloud to complete the unlock phone

I backup my phone in iCloud.

I am on the process of finishing in unlocking my iPhone and I already been approved.

i call AT&T and the agent told my I have to do it in my computer with iTunes.

please advise

iPhone 7 Plus, iOS 12
