Two imacs target mode questions

I have two 27" iMacs one late 2015 the other a little older (can't remember and its at the office right now)

I'd like to have them linked so I can use them both as a dual monitor system.

I believe i can just plug in thunderbolt and use target mode.

Other questions I have are...

Can i access/utilize the hard drives in the 'monitor computer"

Can i use the USB ports in both computers?

While you cannot use Target Display Mode you can use Target Disk Mode as macjack suggests. However another solution is using File Sharing which is easier and in my opinion more elegant. Apple explains file sharing in https://support.apple.com/guide/mac-help/set-up-file-sharing-on-mac-mh17131/mac if you are not familiar with it.
