Can't "select a room" on Apple TV

Hi there, I'd like to connect my Apple TV to a room in the Home app so I can use Siri to control the Apple TV. However when I'm on then Apple TV and select:

Settings > AirPlay > Room

I get a screen with the following message:

"Start using AirPlay 2

Unlock your iPhone, iPad or iPad touch.
Turn on Bluetooth
Hold the device close to this Apple TV"

Bringing my device close to the Apple TV doesn't do anything. My iOS and Apple TV are both fully up to date.

I tried restarting both my Apple TV and iOS device and it worked. My iPhone showed a prompt asking me to connect the Apple TV. When in doubt, restart :)
