I just updated my phone from IPhone 6 to IPhone 8. I only can send IMessages but no texts. I tried to changed message settings but nothing works. Basically it looks like I can only send messages to IPhone users.

Make sure SMS is on under Settings > Messages > Send as SMS.
Turn it off. Restart your iPhone. Then turn back on.
If this doesn't resolve your issue. contact your carrier, since SMS is a carrier feature.
