This video could not be sent. Please choose a different video (can't send any video through WhatsApp)

Can anyone help with this issue it's really got me stuck... I know the WhatsApp rules on size of video

and how long. But if I try and send anything small even 1 second I get this error all the time, pictures work fine Wifi or 4g. It's really random I can forward peoples video's sent to me or myself.

If I try a video 1080p 720p and send it I get this?? please help?? very few threads on to Internet about this issue i'm having.

Iphone 8 on the latest software the only thing I haven't tried is deleting WA and reinstalling.
