Share WIFI password not working between iPhone 5s and 7

I'm trying to share my iPhone 7 wifi password with a 5s that doesn't know the password.

I did everything mentioned in https://support.apple.com/en-us/HT209368

Not working.

I wonder. Do any of the two iPhones need to be signed into iCloud (none of the two is), this is not mentioned in the article, but it mentions "make sure your Apple ID is added to the other person's Contacts app", which seems to hint that at least one device must be signed into iCloud?
