The Contacts app is missing from the face of my watch. How can I restore.?
It is listed on the iPhone Watch app installed app list.

There is no Contact app for Apple Watch. It mirrors the contacts you have in your iPhone.

Just go to your iPhone and Tap on the App Store App...tap on Search (at the bottom right side of the screen)..next at the top type in Contacts....then download it again. Its an Apple App and cannot be deleted...just hidden. Chances are it is in with another App. It should also show in your Apple Watch App on your iPhone..tap on it and then tap on "Mirror my iPhone".
You can access contacts when you use iMessages, email or phone. Just start message or email or phone and use add contacts and give a ABC... list

Just to be clear there is no gray icon with two people silhouette on the Apple Watch app screen. Correct?

What you talking about is theatre mode which silences the Watch when you are say in a theatre 🎭

You are correct. You can have however have one of your favourite contacts in the complications as an icon
