Smart playlist "can't be added to your iCloud music library"

I have a smart playlist which is every song in my icloud library that isn't from certain playlists or genres (and one artist)

All of it is on apple music, but it displays the cloud with a strike through it and won't show up on my other devices.

This is being done on itunes for windows.

any help would be appreciated.
