Windows Device Log-in Issue: "This action cannot be completed. Please try again." (No Error Code)

My family does not own any Apple devices. I, the son of soccermom98, am wanting to use iTunes on my computer (Surface Pro 4), and I cannot log into the iTunes software. I always get the Error Message "This action cannot be completed. Please try again." No Error Code is given. Although I can log into Apple.com, I cannot use a browser to download songs, and the only way to download songs is by the iTunes software. Is there any way I can successfully log-in to iTunes?


My mom, soccermom98, can log in with her Windows Device (HP) with no issue. I just want to download a couple of songs once in a while on my own time without having to ask her to download them for me then sending them my way through e-mail (we live several hours apart).

In case anyone is wondering, I also cannot contact Apple via phone call, since a do not own an Apple product (the voice-automated system only asks me "What Apple device are you using?"). I sent an e-mail, but it may take up to two days to get a reply. Unfortunately, I do not have immediate access to that response.
