apple cash payments in text used to work but now not. How to trouble shoot?

I'm having difficulty troubleshooting trying to figure out why my apple cash won't let me send money via text when it did before. i checked that i still have my cc on file and that it's enabled for apple pay. I have zero balance on Pay cash card and when i try to add money, it says i need to add another card. Why if i already have a card in my wallet? What am I missing?
