Unable to create family sharing

I am having an iPhone 5s.I need to set up a family sharing.Even though I have a valid payment method using visa. I am unable to set up’s because the system asks for an adult with a valid payment method for App Store and iTunes store where as I have both but I am on able to.I’m 18 years old by the way so am I having trouble to create family sharing due to my age.Or is there anything to do with Apple Pay cause I am having no Apple pay, so does the payment method me from apple pay? Please help

Check your the date of birth on your Apple ID to make sure it shows the proper age.
