upgrading my macbook

I have a MacBookPro, late 2013, 15 inch, with system OS 10.9.5.

Do you know if I can upgrade to OS 10.11 or higher?

That model can be upgraded to OS X Mojave.

As Stedman1 says it can be upgraded to Mojave, the current shipping OS but if I recommend you only do so if your computer has either 8GB of RAM or an SSD. Both would be preferable. With a 4GB computer, Mojave leaves little RAM available for applications. Sierra is a better choice if you only have 4GB and a rotational drive.
