iPhone X Activation issues

I factory reset my phone after I updated it to the newest software. 12.1.4. The reason why I factory reset my phone was because my phone was unable to connect to bluetooth and wifi (when in settings I couldn't even try to turn of wifi or bluetooth, all toggles were unresponsive). Now, after I have reset my phone, the screen looks exactly like it came out of the box. When I am trying to set up my phone the furthest I get is "phone is trying to activate, this may take a few minutes". After a couple minutes I get a message on my phone that says "Unable to activate. Your iPhone can not be activated because the activation server cannot be reached" I have tried to activate with my phone using wifi and cellular and also I have tried it plugged into my computer and not plugged into my computer. My iTunes software is 12.9.4.94.
