after completing an update (around Christmas) my health app disappeared. It still shows up when I search for it but when I attempt to open it I get an “this app has been uninstalled” error message. Is there a way to get this app back. My emergency health information has changed and I need to update it.

That message is not saying the Health app is no longer installed. It is saying that some app that has requested access to your Health data is no longer installed.
It turns out the Health app cannot be removed from the iPhone. Check here to locate it.

The thing is that you cannot delete the Health app, so this is a bug.
Restart your iPhone. Press and quickly release the Volume Up button. Press and quickly release the Volume Down button. Then, press and hold the Side button until you see the Apple Logo, then release.
If this doesn't resolve your issue, restore using iTunes.
I've experienced kinda the same bug. One day the Camera app was gone from the phone and I was like WHAT ON EARTH
This is all I get after doing the search feature. I promise the Health app is not anywhere on my phone.
