Force restart your device (press and hold both Side and Volume Down buttons, untill you see the Apple logo. When it appears, release both buttons, wait for your iphone to restart.
Then, please tell us what iOS version is currently running on that iP7+, sending us a screenshot showing the available space storage too (Settings>General>About... as already requested by Lawrence Finch in a previous post).

Whatsapp back up into iCloud Drive so, if you have low storage capacity into iCloud you won't be able to back up and this issue will continue
buy iCloud storage or delete some files.

Go to Settings/General/About and see what is listed as Available.
That message doesn't make much sense, because there is no Storage & iCloud Usage setting in Settings/General. This may be a very old version of WhatsApp.

but I did that many times and I also reset my iphone setting
but it hasn't fixed!
And this is the iOS version is running on my iphone
I aslo wanted to update my ios version to the new one but it says that you don't have enough spaces!
That looks like Whatsapp is sending that message, not iOS or Apple.
The problem is the message says to delete apps. There are no apps stored in iCloud. So it's clear that the WhatsApp message refers to storage on the phone.

The forced restart I asked you to perform wasn't a troubleshooting step. Just wanted to be sure that the info you're reading on Settings>General>About were correct.
I suggest that you restore that device to factory settings, installing a fresh copy of the most iOS recent version.
To do that, create a full backup of your iPhone using iTunes on a computer (if you don't have a computer, borrow one from your friends, or ask for help at an Apple Store or Authorized Service Provider), then use the steps provided in this support guide and, in the end, set your iP7+ up as new.
Restore your iPhone, iPad, or iPod to factory settings - Apple Support
When done, test it for a some hours, WITHOUT restoring data from your backup.
If everything is fine.... most likely something is wrong among your apps (and their related data).
I would try anyway to restore content from your previously made backup, but if the issue comes back again.... you need to re-perform the above procedure from the beginning.
