MacBook Pro will not shut down or restart

My early 2011 MacBook Pro will not shut down or restart. All the apps shut down as usual and the screen goes to black, but the cursor is still there and the computer is still on. What's up with that?

MacBook Pro 13", macOS 10.13

It didn't work. The list of problems that this approach might fix did not include the problem I described.
