I see that you are getting a message that your purchase could not be completed when trying to make an in-app purchase. If the error message you get also included the following support link: www.apple.com/support/itunes/ww then your best bet would be to us that link to locate and contact the iTunes Support team for your area. They will be able to help you sort out what is causing this error.
