What exactly do you see on screen?
If its asking for an Apple ID and password, then its activation locked, and restoring will not remove that.
If its just asking for a screen unlock passcode, then restoring will remove that passcode yes. See here: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
It's a fairly easy thing to do, but you will need a computer (Mac or PC) running iTunes.
What do you hope to gain by doing that?
Why wouldn't you be able to?
See here: Restore your iPhone, iPad, or iPod to factory settings - Apple Support
But like Allan points out, what do you wish to accomplish?
I am unable to start my iPad 2,it does not respond to any password which I tried..Is it not easy to reset the whole?
