What exactly do you see on screen?


If its asking for an Apple ID and password, then its activation locked, and restoring will not remove that.


If its just asking for a screen unlock passcode, then restoring will remove that passcode yes. See here: If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support


It's a fairly easy thing to do, but you will need a computer (Mac or PC) running iTunes.
