Cannot delete Apple ID because "Your account contains published content on iTunes or App Store," but it doesn't.

I'm trying to delete an old Apple ID from the "Data & Privacy" page here:


I click on the "Request to delete your account" link at the bottom, and then get to this page:



When I select a reason and then proceed, I come to this screen, telling me "Your account contains published content on iTunes or App Store. Accounts with published content such as apps, music, videos, books, or podcasts cannot be deleted online."



I contacted Apple Support and was escalated to a supervisor, who couldn't resolve the problem and sent it to the engineering department.


As far as I know, I have never published any content on iTunes or App Store. I did create a developer account, but my developer membership has expired, and I have never published an app to the App Store.


I'm curious whether other people can replicate this problem. I can only find one other instance of it by searching Google, here: https://forums.imore.com/ask-question/411323-cannot-delete-apple-id-need-help.html, from January 2019.
