When trying to connect my iPhone to my Apple TV, the article said the code would appear on my TV and I need to type it into my phone. For my apple TV, the code appears on my iPhone and not the TV and since I don't have a remote I cant enter the code. Is the code supposed to appear on my iPhone?

Those instructions are for current Apple TV's as they are based on a different OS/hardware and can pair differently. For older models the code will appear within the app and you will need a physical remote in order to navigate the Apple TV and input the code.
The alternative would be using a bluetooth keyboard, however you would need to first restore the Apple TV via iTunes and then pair with it during setup. Similarly, if you have a Mac, there is the CiderTV app (it also requires a restore prior to setup).
