I want to know why it’s disable doesn’t let me download apps

Assuming you mean that you are getting a message that your account is disabled then contact iTunes Support in the country where you live (and which is therefore the country on the account) and see if they can/will re-enable it : If you see a message that says 'Your account has been disabled in the App Store and iTunes’
