Go into the iOS App Store app on that older iOS 9.3.5 iPad, in the lower menu, tap on Purchases, look for the Alexa app and try tapping on the download “cloud” icon.

If the older version can still be downloaded, a pop-up message will appear telling you an older version of the app exists for your device and would you like to download this now.

Tap the OK button below this prompt.

What do you mean it is not there any longer?

If you downloaded this app under your Apple ID previously, all of your purchased/downloaded apps should appear under the Purchases option in the iOS App Store app somewhere, including the Alexa app.

Look, again under Purchases.

Also, under Purchases, check purchases NOT on that iPad, too!

The Alexa app should appear somewhere in the Purchases section of the iOS App Store.

Hi

That is my understanding, however when we first got the device. I had the app on my I-pad, it stopped working so I tried to upload a new copy. That is when I found the the current copy of the "Alexa" app is no longer suported on ios 9.3.5. However as my I-Pad cannot load ios10. It is now effectively locked out of the loop.

A possible solution might be a 3rd party app. but which one?.

The idea is I am trying to see if you can do is that if you load the newer app to a newer device, running a newer iOS version, , if the app had an older version still available in the iOS App Store, it would appear in your Purchased listing on your old device and maybe allow a download of the older version to your older device.

You can also accomplish a similar thing using an older version of iTunes installed on a computer, using my older iTunes procedures found in my link below.

Downloading Older iOS 9.3.5 Versions of A… - Apple Community

By downloading a newer version of an app into this older version of iTunes, you can now go back on your older iOS device, check out the App Store Purchases section, again.

See if the app appears.

If it does, tap the download “cloud” icon next to the app and see if a download of an older version of an app is allowed or not to your older iDevice.

Best of Luck to You!
