I think the only way to actually remove a cellular plan is when its eSIM is active https://support.apple.com/en-us/HT209044 (all the way at the bottom). Unless I'm misreading this article and clicking on the Remove Cellular Plan option erases the SIM and leaves those "ghost" plans with no SIM on the phone and with no option to delete them.
It's kind of ridiculous. This should have been a simple swipe and click. And while dealing with that leftover crap took an hour or more, they made deleting the eSIM way too easy - frankly, I don't even know when it happened. There should be a flashing red light and at least a password to enter before a lazy idiot like myself accidentally disconnected his phone service ("Hey, what you're doing is not very different from permanently destroying your physical SIM card. Are you sure you want to do it? There's no way back.") I admit, I only read about those eSIMS after the fact so in theory the blame is on me but I use the iPhone so I don't have to read manuals.
Two hours later after a long chat with Apple: the only way to do it is to restore a backup from before these no longer needed services were first installed. I think it's an oversight in iOS that may eventually be fixed but for now this is it.
