Can i reinstall Mac OS over the top using Restart while holding down CMD + R without affecting my files and data?

While it is true if everything works perfectly, you can reinstall the operating system without effecting your data. But if anything goes wrong during the process, you can lost everything. Hence the reason why I always suggest backing up before under taking anything like that.

Yes you may. When you get to the install screen just choose "Reinstall MacOS". Your system folder will be replaced with fresh system files upon reinstall and all of your applications will be available and not touched.
