Voicemail

My voicemail on my iPhone XR is not working. Nobody can leave messages. When I go to the phone app and press on voicemail it says "Call Voicemail".

I want to reset it and put a message on it to make sure it records calls I miss, but I don't want to reset all my other settings. How do I do this?
