I get the same message on some images. My workaround is to click and drag the photo to the Desktop and import from there. The resulting file name becomes FullSizeRender.jpeg but it's pixel dimensions are the same as the original.
Where is your system photo library stored? Are you keeping it on an external drive or in your Pictures folder on the start-up drive?
Is your main library enabled as the System Photo Library? Open Photos on your Mac, then go to Photos > Preferences > General. The option "Use as System photo Library should be grayed out. If it is not, click "Use as System photo Library", then restart Photos and Messages.
Systems photo library is stored in the pictures photo. I don’t know how to determine if the main library is enabled. However I’m getting a new message today when trying to “add to photos library” a pic from texts messages. The message says “removed version uuid:jb6520WLR3a2RUR9DmlNeA because imported master was either removed, or chosen as the candidate master during de-dup”. Sometimes it still says “the system photo library could not be opened”
