How to change categories in transaction sheet of monthly budget

I have added my categories to the first page of the budget but am unable to change them in the transaction sheet. I've seen a reference to a pop-up tab but so far all I have on the transaction page is a simple banner with date, description, category, and amount.

In the Transactions table on the Transactions sheet you will find the Pop-Up list here:





If you haven't set the Category in any of the cells and want to change the Pop-Up Menu to match what you have in the SUMMARY BY CATEGORY table, you scan elect the first body cell in that column, and change the values in the panel at the right (as shown in the screenshot.) Then, with the cell selected, command-c to copy, select all the body cells in the column, and command-v to paste.
