I want to delete my photos from my phone but keep them in the iCloud. Everything I'm reading says to disable the iCloud Photo Library (temporarily), but I cannot find that on my new 10xr. Any help would be appreciated!

iCloud doesn't work like a storage, but as a sync tool.
Yeah, you can turn off iCloud Photo Library under Settings > Photos and toggle "iCloud Photos" off there BUT, you will not be able to upload the new photos to iCloud. And once you turn it back on, it will download all of the photos back.
