Questions to date suggest that this icon represents syncing to iCloud, but I have it showing and do not have iCloud syncing turned on. So what is it showing? The files in question have clearly been copied between disks in their entirety.

Just to be sure I understand what you mean by "Pie Chart" icon, could you please provide a screen shot and where you are seeing this?
