Hello, there could be many reasons why. Are you living in an area where Apple Pay is available? Apple Pay participating banks in Canada, Latin America, and the United States - Apple Support, Did you buy the device in a country in which Apple Pay is available? Are you using the latest iOS version?

Do you have Apple Pay blocked in settings? Apple Pay - Official Apple Support
