A refurbished phone has a basic white box that says that it is refurbished.

Best Buy doesn't sell fully unlocked phones, so it's likely that phone is not usable outside of the US, and it will lock to whatever carrier in the US that you try to use.

If you need an unlocked phone, you need to get it from the Apple store.
