??? The C1760N(standing for Network) W standing for wireless.. is already a wireless network printer.. there is no need to turn your printer into a wifi printer.. it is already one.
If you mean AirPrint printer the answer is NO..
To make a printer into AirPrint capable you will need a special utility running on a Mac.. like Printopia. Airport routers cannot make normal printers into Airprint printers.
To make any network printer work over the network.. plug it in by ethernet or connect by wireless.. and there you go .. it should work as long as you can find drivers.
- Will it have any compatibility issues with the Mac mini?
In theory none.. in practice what OS are you going to be using with what sort of configuration.
Later OS have loads of issues with network drives.

Same quesion as above.. what OS and what are you trying to achieve with it.
In theory no .. it is fine with any Mac..

Not in the sense of wireless connectivity to the internet.. It should work very well as long as the range is not excessive.. they were never wireless powerhouses.
If you want to store files or retrieve files from the TC or backup to the TC.. then yes.. apple never designed iOS to talk to network hard drives.. you will again need an App.. like filebrowser.
iOS does not backup to a TC drive.. it must either plug into a Mac and use iTunes or iCloud.
- Can the hard drive be upgraded?
Yes.. BUT.. big fat ugly BUTT.
It is a dog and pain to open.. extract the old disk and install a new disk.. doable.. I have done it.. but they are horrible design internally and have loads of tiny surface mount sockets that will tear off if you blink at them.

They rate it as moderate.. I would rate it as hard and very likely to tear ribbon cables or sockets without a great deal of care.
The instructions are not clear but you need to removed the power and sata connector from the back of the disk.. not from the board.. it is locked.. and you must take great care as the hard disk will fall out when you tip it ripping the ribbon cable and any other odd cables in the way.
The rubber mounts fit the seagate drive and no other.. you will have to reinvent the mounts.
Also be careful as the drive will end up mounted standing vertically.. connectors to the bottom.. this is very unusual position for a hard disk. I discovered not all drives work sitting this way. Having gone to the effort to replace the drive then had to replace it again with one that worked in this orientation.
- Can an external hard drive be added to it via usb?
Yes.. BUT.. big BUTT.. not so bad as the one above.. it is USB2 and it goes S-L-O-W. Expect new levels of patience (angelic levels) as you await files to transfer to and from the TC. The internal disk is not super fast.. I guess peaking around 45MB/s on a good day.. for the USB expect 10MB/s or less.
Extra Notes.
The TC is NOT a NAS and was never designed to be used as you intend. It has some issues with corrupting files, dropping off the network. etc.
Apple expressly says not to put your photos library on a network drive. Just so you know.
