How do i stop the News app from coming up on nitifications? i go into the app and under preferences there is no way to turn it off?

I have one more place for you to check. These emails from Apple would come across as Notifications on your screen as well as end up in your inbox.

Might as well uncheck all those boxes— in an effort to resolve your issue.
Reboot the machine and test.
