Hello screen keeps coming back

I recently got a iPhone XS Max and every time I lose service the phone goes to the hello screen. I enter my password it then says “update complete. Your iPhone was updated successfully. There are just a few more steps to follow and your done.” I select continue and it says choose WiFi or use cellular connection. It will be stuck here until I get lte connection. Once I get lte this screen will go away and I’ll have access to my phone again. I can have 4 bars 3g and I will remain stuck in that screen. Why is this happening and how do I make it stop?

I would follow the 3R's- if a restart does not solve your problem proceed

1. restart, ie power off/on,

2. reset http://support.apple.com/kb/HT1430

3. restore from backup, restore as new device. http://support.apple.com/kb/HT1414
