Have you tried to make In-App purchases from another app?
Review if you have a pending charge on your account
settings>> [yourname]>> iTunes & App Store>> tap on your Apple ID>> view Apple ID>> scroll down and tap on purchase history
make sure you do not have any pending charge
make sure your card (if so) doesn't have any international block by your bank to make purchases
confirm that you have credit balance (I know.. but sometimes this happens)
Make sure you're connected to a private network connection (WP2 Network security)
if the issue persist you may contact Apple Support
