Split view not working on iPad 6, iOS 12

Split screen is not working. When I try to pull an app from the dock over the current app, it just switches to the new app.

I have iPad 6 (9.7 2018), iOS 12.2.

Multitasking and screen autorotation are enabled, and I have tried restart and forced restart. My last idea is that split view might not work on a non pro iPad, but seems that it should. Any idea how to fix it?
