Do users receive notifications when other users request notifications about arriving or leaving a location?

To my knowledge, yes. I have used this in the past when my son is traveling from out of state where he lives, to notify me when he gets to a certain place close to my home so I am sure that I am home when he gets there. He has told me that he knows when I set that, but I use it so seldom that I'm not sure how he knows. You would have to try it sometime with your friend to see. That is the easiest test.
What exactly do you mean? If have someone in Find My Friends, they will see if you have setup to receive a notification about someone based on location. Is that what you are asking?
I am asking if they are notified on their phone that you have requested to receive a notification on your phone about their arriving/leaving?
