One of my nieces downloaded an app named Rainbowkey by mistake can you all remove that app? Please, thank you.!

This is a user to user forum, you are not addressing Apple. As users much like yourself, we cannot remove any apps from your device or account.
You can delete the App from your device: How to delete apps on your iPhone, iPad, and iPod touch - Apple Support
Then Cancel any associated subscription it may have: View, change, or cancel your subscriptions - Apple Support
And then request a refund if required: iTunes Store - Contact Us - Apple Support
