My Mac is not prompting me for a password when I shut it down or restart

I recently installed Mojave. For security I want my Mac to require a password to be entered whenever I shut it down or restart it. Now when I shut it down and then restart it opens directly to desktop without asking for a password. In security preference I have selected require password immediately upon shutdown. Help.

There is no System/Security & Privacy preference to require a password to shut down a Mac. There's only the option to require a password to be entered after sleep or screen saver begins. There is a checkbox to disable automatic login. If unchecked then a password would be required.


Also for the password when booting up that can be set in the System/Users & Groups/Login Options window.
