You need a zero account balance, you need to cancel all your subscriptions, you need a credit card issued by a bank in the country the store is in, and you need a billing address in that country. If you have an account balance, either buy something more expensive and pay the balance with a credit card or contact iTunes Support and ask them to zero balance your account.

Purchases - View, change, or cancel your subscriptions

Purchases - Subscriptions not billed through Apple

Region - Change your iTunes Store, iBooks Store, or App Store country or region

If necessary, contact iTunes Support. Either use the form or scroll to the bottom of the page in the 2nd link. Follow through the screens to get a chat or telephone option.

Sorry for the delayed response. Thanks for your reply.

I have a zero act. balance.

I have one subscription displayed under 'active subscriptions' found in iTunes. It will expire March 2020 (1 Year) and I didn't subscribe to a new plan and cancelled the existing one. I don't know how to get it removed from active subscriptions.

I would not know of any third party subs.

I don't have an active credit card in the country the store is in.. I bought the phone while working in Singapore for a couple of years and set the store up for that country, but the bank account I had there is no longer active. Is there any way to work around this?

I tried contacting world wide support, awaiting reply.
