I am not getting notified of messages sent from non-iphone users. I don't get a sound or vibration. My screen doesn't light up either. My settings on my phone are as they should be. I only get a banner across my screen. I do not get any banners across my screen for group messages either.
iPhone XS Max, iOS 12
Set your Notification grouping as Off
Settings > Notifications > Messages > Notification Grouping > off [Tick]

Check whether you have enabled Deliver Quietly for certain contacts / groups. See the GIF below
