Payment to icloud

I received an email saying you could not collect my payment for iCloud and yet a payment for the amount owing was paid to apple iTunes today from my account

I am guessing here but there may have been a problem in the payment system that cleared and then Apple tried again and it worked. You can check your purchase history to see if what you needed cleared.
