How do I change th age restrictions for downloading apps????

I need to change the age restrictions on my son’s phone, but am unable to. I have changed the AppleId birthdate, and Google birthdate but nothing is changing the restrictions on his account. It’s set at 12+ and I have it as my 37yo dob, but he is still unable to download anything over 12. Can someone please advise? THANK YOU!!
