My iphone broke and all my old pictures were saved to my icloud do i need to still have an iphone to plug into a computer on icloud to get them back?

No. You can log into iCloud.com on your PC and download the photos from there. You don’t need to connect your phone to the computer at all to do this.

You can also set up iCloud for Windows in order to download the photos.
