iMessage and FaceTime activation error

I can not get FaceTime or iMessage to activate on any device accept my iPhone. I have 2 iPads and have tried signing in 100 times on both. I have tried every trick I can find on the web. Even tried logging out of iCloud on all my apple devices. Then resetting them completely and logging back in on each one. Still the same result. Everything works fine on my iPhone. But I keep getting the same error on both of my iPads.
