Apple ID picture won’t change

Recently I created a new Apple ID linked with the rest of my family’s Apple ID’s. We all used to share an ID, but I decided to change mine. The other two family members are still linked. Multiple problems occurred. All of my notes disappeared and now the other two family members are getting the same texts. The problem I am confused about is my Apple ID picture won’t change. I go to settings and click the photo and press choose photo, then I pick one and press done. The photo didn’t appear. I tried going to contacts to do it and going to my iCloud address and linking my gmail and number, but neither of those worked. I don’t know why it won’t let me change my photo and I would like to.
