MacBook Pro won't restart without using power button

Major annoyance since my 15" MacBook is docked the power button is not accessible without disconnecting two monitors, two port extenders, a USB-C to ethernet adapter and power. Then removing the computer, opening it up, pressing the power button, pressing the power button a second time, reconnecting the cables, closing up the computer, then resorting the mess that gets made to the desktop.

This started with Mojave.

Anyone know of a fix?
