Apple ID blocked. No possibility to contact Apple support from Ukraine.

Apple ID is blocked without understanding the reason. Can't change payment details, can't download any programs or even update to present programs.

Second problem- no possibility to contact Apple support being in Ukraine. Only Russian numbers that doesn't work from Ukrainian numbers, no possibility to get "call back"as there only Russian number available to put in "my telephone number (+7.... and you can't change this beginning), no alternative to get support from online chart. How can it be?!! Apple ID is blocked and being in Ukraine you can't do anything.
