Notifications Not Working

I recently got a new phone and did an icloud background to transfer my information onto the new one. With my new phone, i cannot recieve notifications on platforms such as snapchat or instagram. when i open the apps, they are there but nothing pops up on my home or lock screen at any time. i’ve already checked settings to make sure my notifications are turned on, and i’ve restarted my phone but nothing is working. i even talked to 2 specialists and nothing is working. can someone please help figure out what to do? do i need to bring my phone into a store?
